Minutes from 2022 presented and motion to accept- Phil and Don seconded. Minutes approved.
Treasurer report– Lance Scardino
Review of the past year. the spread sheet (attached) reflects the typical monthly expenses. This year’s expenses were $15,548. Budgeted was $15,075. We had typical expenses,with water and power going up from last year- that accounts for the difference in budget. Not a lot of extra room for unexpected expenses.
There were no unexpected repairs or costs this year. Even with no extra, overall the budget is up a bit because of those mentioned cost increases in a few areas. Luke asked if there was a need to increase the HOA dues- Lance feels comfortable for another year to put off considering an increase. If there were to be another repair – we may need to take some money out of the MMA ($10,521) and replace it next year. The Magnolias had not had an assessment in anyone’s memory of the neighborhood.
The HOA dues are $210 per home. Due date for HOA dues – December through the endof January 2024. Dues are considered late as of Feb 15.
Architectural Review Board Report– ARB- Don Thurston (see notes from meeting and also the see below the assessment from Don)
• Homes for sale – prices range from $427,000 – $549,000
• Neighborhood and home maintenance – Please walk around your home and check for deteriorating window sills, fascias and soffits -those need to be repaired. Look at the attic vent framing – does it need repair and paint? Please consider painting the trim when needed. Some stunted or dead shrubs need replacing after the hard freeze. Some mailboxes need new numbers and paint (see below note for ordering details). Sometimes cars, trailers, boat and RVs have been left on the street. This is prohibited by the Covenant. Those need to be a quick event and not linger on the street
• ARB approval reminder – The homes were built between 90-92. If you do structural changes or aesthetic changes- those must be written and submitted to the ARB. The bylaws signed by each homeowner require it. Please call with questions.
• Street signs have aged and so the HOA will have a contractor repaint and refurbish the covenant sign and the two street signs @ $450. This will be done by the end of the month.
• The curbs will be cleaned at the entrance this fall. TY to Don and Bill for furnishing the water.
Website – we need to have the website updated. Ron Swann has assisted in the past. Wewould like to expand it and update it. Need more input from someone with knowledge. Sari offered and will assist in development and deciding the best way (budget and appearance) to continue to use the domain and develop it.
State of the Neighborhood – Luke Hartsfield, HOA President
Pleased with the appearance, overall, of the yards and homes.
• Suggestion – if you encounter a slightly difficult situation (noisy dog, noise), please consider walking over/calling and asking for the problem to be resolved as a first solution.
• Trees – the Magnolia trees at the front were trimmed back.
• A zoning meeting with the Shelby co commission 3 months ago – Landscaping company purchased a concrete company. They asked for a zoning ordinance to put in a gymnasium for the use of the families. The concern as a neighborhood was more water runoff. The company did not get approval for the whole project due to the height of the facility. They wanted a facility for concrete supply onsite. That was not approved.
• Dog “business” bags – please dispose of them in the trash. They cause clogs in the drain and present an unpleasant problem in the neighborhood.
Secretary – Denise Weaver
The directory and the Magnolia map have been updated. New neighbors will need to be added as they move into the Magnolias. See attached.
Luke expressed “Thanks” to the officers who work on all of the above.
NEW BUSINESS
Election of officers – Going forward utilize the bylaws option of having a Vice President, and assistant treasurer and secretary. This allows a new officer to have the opportunity to learn the ropes and spread the duties to include the assistant.

*Welcoming – Patti Henderson graciously continue to be our Magnolia welcome hostess.
Fall Gathering – the ENTIRE neighborhood! Patti agreed to coordinate it. Date and fun activities coming in a follow up email
Christmas Party – not doing in lieu of a fun, larger opportunity to gather in the fall.
Reminder – we have a GroupMe. The name is “The SWEET Magnolias” Use this for immediate need – lost dog, stranger in the neighborhood.

1. 3 to 4 cars/motorcycles parking regularly – prohibited per the Covenant
B. Architectural Review Board Approval Reminder
The Covenant requires that any homeowner who desires to build or construct anything on his/her lot or change the appearance of the property must submit plans in writing to the Architectural ReviewBoard for approval before work begins. This is required even if the change is not explicitly prohibited by the covenants. The ARB will either approve or disapprove the plans or possibly modify the plans before approval.
This can be found on “The Declaration of Protective Covenants” Article VI pages 12 – 16.
